Honestly, I am glad that ECA s not required as it will take so much time as we have to wait another month for that.

My guess is that, at this stage (submitting an application) it'll most likely be the same as it is today. Filling out forms, attaching the documents and mailing them to Nova Scotia. The difference would be that you're pre-approved. As long as all of your forms and supporting documents are ok there should be no reason to be denied permanent resident status.
Or, maybe, the whole system will be like the Saskatchewan PNP system. Everything will be online, even document submittion (scan them all and upload to the correspondent form page).
If, by any chance, an employer happens to choose you amongst all the other candidates, and offers you a job, then proof of funds won't be necessary. Not sure on how it'll work if you're picked by a province, but probably you'll still have to provide proof of funds.
