From the points for his age, I understand he is single and not yet married. Based on this assumption, easily he can re-take IELTS to improve his score. Maximum score is 160 for singles and he currently has 125 for language proficiency. Apart from this, improving in other criteria is all time consuming.
However, if we take that he scores very well in IELTS and gets all 160 points, still his score will be 438 and so far since EE went live, the lowest score for the ITA was 453 and it doesn't look likely that it will come down below 450 anytime.
So my advice would be if he can invest in IELTS, take the test to improve the score and in the meantime keep looking for PNP programs and if he is eligible, apply as if he succeeds in this, he will get 600 points from the nomination from the respective province.
