hi my partner and I are travelling to cancun in 10 days just for a week but his PR just expired few days ago and his new Pr hasnt come yet. It's been atleast 6 weeks since they have received his application. Should he apply for travel documents when we get to cancun and how long will it take? Or reroute to seattle and drive back to vancouver?

IMO, I'd drive back from Seattle if you have that option. PRTD's don't seem to have an exemplary record of being processed quickly. I'd budget 3-4 weeks minimum, but who knows.

I'd say there is pretty much no chance of mailing the PRTD app, having it processed and mailing it back to you within a week.

Were you able to make it back to Canada by land?
 
Will he be able to travel around US with US visa and expired PR?

Traveling through US has nothing to do with expired PR. Just make sure that he has his landing paper and other documents ready while crossing from land from US to Canada
