Experience is not valid? - ineligible

Hello, I have an issue with my application as it keeps saying I am ineligible but I have 1 year of experience.

Under the CIC it says:
-at least one year (1,560 hours total / 30 hours per week), continuous full-time or an equal amount in part-time,
-paid work (volunteer work, unpaid internships do not count),
-in the same job,
-within the last 10 years, and
-at skill type 0, or skill levels A or B of the 2011 National Occupational Classification (NOC).

My experience is:
NOC: 4012
Start: 2015/July
End: 2017/Jan
Hours/week: 24
TOTAL = 18 months 4 weeks 24 hours: 1780

but the result is ineligible...

Yes it's quite weird,
my ielts is: R9 L9 S8 W 6.5 so its OK
my ECA is Master's degree...

and also I've tried adding some other short experience January to May 2015 - weekly: 42 hours but still ineligible...

yes, I tried with 17.000CAD but still nothing...

Under eligibility I get 67 is that not enough? should be more than 67?

So yes, I tried with a different IELTS improving CLB by 1 point and now it is eligible...

So it's the FSW eligibility factor then....
