Wife of Canadian husband wants to come via eTA and a referral from pediatrician to specialist in Canada. She had previous refusal to visit husband due to lack of ties to her home country. Now she has proof of property and job, which were missing before. He cannot sponsor due to debt from his previous sponsorship. What are her chances to get eTA?

She has zero chances. ETA is for visa exempted passport holders.

Also a referral from a pediatrician (childrens/minor medical specialist) to a specialist in Canada which will not come free for a visitor yet the husband has debt issues and cannot sponsor the visit let alone any medical costs . Personal view but odds of approval for any visa type for medical tourism are possibly slim to none to be able show medical reason/referral is valid/funded and will return home given the spouse relationship as well. Ultimately this is a public forum so advice to the OP is to put together a convincing case and try applying for whichever visa is applicable as nobody here can express anything more than a view, immigration will ultimately decide.

Was the previous refusal for an eTA or a visitor visa?
What is the wife's country of citizenship?
