Hey Scylla I see you are the one most active around this sub. My ETA got refused today, but they give no reason. What do I do?
Email says:
Following an assessment of your application, it has been determined that you do not meet the requirements for an Electronic Travel Authorization (eTA). Please see the attached document for the reasons why your eTA was refused.
And the attachment says:
You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee.

Nothing on why??? I am double vaccinated and reuniting with my girlfriend and I have sent the extra form to prove it??
- What country are you from / what passport do you hold?
- Do you have any criminal convictions or charges? If so what are they and how long ago did they happen?
- Do you have any previous travel to Canada?

Based on the refusal you received, it almost looks like you have some sort of admissibility or don't meet the base requirements to apply. You may have to order GCMS notes to get the details.

I'm from Norway, and hold a Norwegian passport.
Yes, unfortunately I have but it's for small possession of cannabis in 2013 and 2019 I were just fined for them. And for possession of small amount of Psilocybin in 2014. But I've never been arrested or to jail, I've never even been handcuffed. So only criminal charge I have that's never than 5 years would be possession of small amount (3.5gram) of cannabis in 2019.
No, I've never been to Canada but my significant other has been here in Europe.

If it was refused for criminal inadmissibility, can I still get a visitor's visa?

You're inadmissible to Canada due to the criminal charges. That's why you were refused.

A TRV will be refused as well for the same reasons. No point applying for a TRV.

Since you are inadmissible, the only option to come to Canada at this time is a TRP which is a Temporary Resident Permit (different than a TRV). Normally these are only approved if you have a pressing need to be in Canada (e.g. immediate family member is terminally ill), however you can give it a shot. Most likely the person you wanted to visit in Canada will have to visit you instead until such a time as you qualify and can apply for rehabilitation.

More info about TRPs below. You will need to contact the visa office in your region to find out how to apply if you decide to go ahead with an application.

One more comment... If you go ahead with the TRP, make sure you declare all three charges, not just the last one. That is very important.

I think it's worth getting a consult with a good immigration lawyer in Canada in your case. Normally I'm a fan of the "do it yourself" route but your case is complex. While the criminal convictions you have are minor, it's problematic that there are three of them and all of them relatively recent. I would consult with a lawyer to determine the best path forward and to sort out when you would qualify for rehabilitation. (Is that 5 years from the date you paid the fine for the 2019 offence? Not sure, I'm not a lawyer.). You want a lawyer who is experienced in inadmissibility.

I would also order your GCMS notes. Do that before you get the consult with the lawyer so that you can hopefully see the detailed reasons behind the refusals and bring that information to your meeting with the lawyer. Maybe you're not officially inadmissible since the convictions are minor and IRCC simply refused you due to the multiple convictions. GCMS notes take around 30 days to arrive so order them today.
