Nothing on why??? I am double vaccinated and reuniting with my girlfriend and I have sent the extra form to prove it??

Based on the refusal you received, it almost looks like you have some sort of admissibility or don't meet the base requirements to apply. You may have to order GCMS notes to get the details.

Yes, unfortunately I have but it's for small possession of cannabis in 2013 and 2019 I were just fined for them. And for possession of small amount of Psilocybin in 2014. But I've never been arrested or to jail, I've never even been handcuffed. So only criminal charge I have that's never than 5 years would be possession of small amount (3.5gram) of cannabis in 2019.

A TRV will be refused as well for the same reasons. No point applying for a TRV.
Since you are inadmissible, the only option to come to Canada at this time is a TRP which is a Temporary Resident Permit (different than a TRV). Normally these are only approved if you have a pressing need to be in Canada (e.g. immediate family member is terminally ill), however you can give it a shot. Most likely the person you wanted to visit in Canada will have to visit you instead until such a time as you qualify and can apply for rehabilitation.

I think it's worth getting a consult with a good immigration lawyer in Canada in your case. Normally I'm a fan of the "do it yourself" route but your case is complex. While the criminal convictions you have are minor, it's problematic that there are three of them and all of them relatively recent. I would consult with a lawyer to determine the best path forward and to sort out when you would qualify for rehabilitation. (Is that 5 years from the date you paid the fine for the 2019 offence? Not sure, I'm not a lawyer.). I would also order your GCMS notes. Do that before you get the consult with the lawyer so that you can hopefully see the detailed reasons behind the refusals and bring that information to your meeting with the lawyer. Maybe you're not officially inadmissible since the convictions are minor and IRCC simply refused you due to the multiple convictions. GCMS notes take around 30 days to arrive so order them today.
