eTA but in the pools and coming to Canada

Hi, could I please ask this? My daughter is in IEC pools, she is an Aussie and is coming to Canada tomorrow. Hasn't been selected in the pools as yet. She is coming to Canada with over $10,000, 6 months health insurance and is staying with a friend so no real expenses and can fully support herself for this time, however, if she gets selected in the pools while she is in Canada, she will apply for the Travel/Work permit. We know she has to go out of the country and come back to validate it all, which isn't a problem for her, but is it a problem for the Border Guards? Does Canadian Immigration look down on this? She doesn't need to stay more than 6 months, but if she gets her permits and likes it, she might decide to stay longer which means she might need to get part time work so her funds are not totally depleted, so she just wants to know if she should tell the guards at the border this information or will they not know she's in the pools to start with? She just wants to be upfront and honest, not trying to stay in Canada any longer than she needs to as she has commitments at home, but she doesn't have an exact time frame on when she will leave. Any advice on this would be fantastic. Thank you

Being in the pool by no means guarantees selection. So I wouldn't be telling CBSA officials that she's here to work since she doesn't know that's actually going to be possible. All she is allowed to do at this time is enter Canada as a tourist - so she should behave as such. I would make sure she has a return flight ticket (as visitors typically do). If asked specifically about working, she can certainly tell them she is in the pool. However she should assure them she knows she is unable to work or even volunteer unless she is selected and her work permit is approved - and state she has sufficient funds to support herself for her entire trip without working.

Thank you Scylla, yes she doesn't want or need to work for the 6 months, and will only consider it IF she gets chosen from the pools, the problem with having a return ticket is she is not sure where she will be returning from? She is going to Whitehorse and Dawson and possibly Winnipeg and to the USA and is prepared to buy a return ticket then and there at the Border if required, but would prefer to have the freedom of choosing where she departs from. This is pretty common for young travellers who have been saving for a big trip, in Australia anyway, they enter mostly Sydney then leave Melbourne heaps.
