Entry and Exit Report 101 - Which Govt?

I see there are already some threads discussing certain aspects of the Entry and Exit Report but I can't seem to find one that gives the basic from step 1.
I have never even heard of an entry and exit report but a friend of mine just asked me to help him obtain one. CIC apparently asked for this before issuing him citizenship (already took the test and completed everything else). Where do I even start? Do I make this request from CIC? US Customs and Border Protection (CBP)? or CBSA? Both?

I see from reading other threads that I am to use privacy act for making a personal request (free of charge) and Access to Information Act if I make the request on someone else's behalf. It appears as though he originally made the request himself via the Freedom of Information Act (FOIA) with a request to U.S. Customs and Border Protection (CBP). They never sent him anything. I imagine his mistake was that he contacted the wrong department? Or maybe he used the wrong Act?

Any clarification here would be greatly appreciated.

Correct me if I'm wrong but I'm under the impression that a U.S. citizen (which my friend is) can't get an I-94 report?

He already made a request to CBP back in December of 2014 and this is what he received back,

"A search of CBP databases produced records responsive to your Freedom of Information Act (FOIA) request CBP-2015-010835.

CBP has determined that the responsive records are partially releasable, pursuant to Title 5 U.S.C. § 552 and have applied the appropriate exemptions.

You have a right to appeal our withholding determination. Should you wish to do so, you must send your appeal and a copy of this letter, within 60 days of the date of this letter, to: FOIAAppeals, Policy and Litigation Branch, U.S. Customs and Border Protection, 90 K Street, NE, 10th Floor, Washington, DC 20229-1177, following the procedures outlined in the DHS regulations at Title 6 C.F.R. § 5.9. Your envelope and letter should be marked "FOIA Appeal." Copies of the FOIA and DHS regulations are available at dhsgov/foia."

He never got anything else. What does this mean?

Many people don't seem to understand that when they receive that e-mail, they need to log into the account they created at the FOIAonline website and retrieve the report. The report is there waiting for him.

You need to login to your online account and open the FOIA request and at the bottom there would be a pdf file. Open that to access the records.
Let me know if you can't find it so that I can send you detailed instructions.

You need to have an account in order to access the records.

Now there might be four options:

1. Create an account and then re-submit the request.

2. Ask your friend if he has received the email with an attachment.

3. Ask your friend if he has received the records in mail (physical mail).

4. Contact FOIA office to see if they have the records and if they can mail the records.

Please note that you actually don't need these records unless CIC asks for it. CIC usually asks for CBP FOIA records and not everyone is asked for the same. CIC will determine that from which applicant they need records. CIC can access your CBSA records by themselves ( you need to give consent in the application form)
Now, you can apply for CBSA and CBP records and keep it for your personal records so that you can match your entries. If during course of citizenship application process, if CIC asks you for the CBP FOIA records then provide it to them.

Your friend should have created an account, but most likely the e-mail had a pdf attachment that your friend didn't notice. Examine the e-mail carefully. "Partially releasable" just refers to the fact that they black out things like the name of the border agent. All the important information (e.g., the date) will be there.

In any case, under "Request Details" the blue circle is at closed. The closed date was March 27, 2015. It says a partial grant/partial denial under "final disposition".

Under Description it says "The description of this request is under Agency review".

Under Released Records it says "No records have been released".

What does this mean?

Starting at the beginning, does your friend still have the e-mail he received about his FOIA request? Have you examined it thoroughly to confirm there are no attachments at the bottom? (In fact, you may want to do a search on "foia" in the e-mail account to look at any correspondence he received.) Next, having to do with the FOIAonline site, you said that your friend did not create an account. So, please explain what steps you took to search for the report.

When did your friend receive the email ? ie how long did it take? I applied end of March and so far the status shows as Assigned

I think the records are not available publicly, that's why you can't access them. Your friend should have created an account in order to access the records. Ask him/her to check his/her email(EMAIL address associated when the FOIA request) to find the records
If not, then he/she might have received the records by mail at his address mentioned while submitting FOIA request.

Great News CVers!

I created a new account and made a new request and this time it appeared! Mind you, I had to sign into the account and click on "MY Foia Requests" to access it. The first time, I'm guessing my friend made the request without creating an account and therefore even after creating an account later nothing showed up when his request number was searched for. I'm not sure why that is the case but in any event I got the entry/exit records. Thanks everyone for all your help.

By the way...does anyone actually know how to read one of these?

The first numbers are Date of birth, next are date it occurred (march 25, 2012) but what is the rest of the stuff?
