Entrepreneur non-immigrant visa

Is there a category for non-immigrant visa (one-year business visa with work permit) for entrepreneurs who plan to start a new business (based on a convincing proposal, not investment)? Other countries like NZ have this providing working visa for a tentative period. I want to know if there is such possibility in Canada too.

No,you need to invest unless you go with a PNP but you still need to invest after your proposal is approved
