I don't know which university your wife has studied in but if it's in India then the university will attest marksheets which is accepted by WES. Transcripts are issued by the college which WES does not accept.

It is from India. Even I was under such an impression. But on doing some research, I learnt that Universities would not attest the mark sheets issued by an autonomous institution even though they are affiliated with them. They just attest the degree certificate as they awarded it. This is mainly because in autonomous colleges conduct their own exams and do the marking.

WES does accept the mark sheets from autonomous colleges.

So this is what WES site says:

Why does WES accept mark sheets attested by autonomous colleges?

While they do not award final degrees, an autonomous college has a much higher level of control over the design and structure of its curriculum and assessment methods. Because of this, marks sheets attested by these colleges alone are acceptable.

So they have a clear explanation for this. And they use this list as their guideline to acknowledge autonomous colleges affiliated to all the universities in India.

Seriously though, I wouldn't risk it. They could easily reject you for the incorrect info.

I applied WES last week only. All documents are already send to them. It will take at lease a month for me to complete their evaluation.
