It is from India. Even I was under such an impression. But on doing some research, I learnt that Universities would not attest the mark sheets issued by an autonomous institution even though they are affiliated with them. They just attest the degree certificate as they awarded it. WES does accept the mark sheets from autonomous colleges.

While they do not award final degrees, an autonomous college has a much higher level of control over the design and structure of its curriculum and assessment methods. Because of this, marks sheets attested by these colleges alone are acceptable.

So they have a clear explanation for this. And they use this list as their guideline to acknowledge autonomous colleges affiliated to all the universities in India.
