english testes and studying in canada

hi every body
im looking for studying in canada..but all of the educational institutions that i cantact they request my english level
and i think that english testes like IELTS or TOEFL are best way to prove it
but i still don't have those testes because they need much time and preparation ??
and now i need some educational institutions wich don't ask me for my english level
because i think those who ask me for my level are a private institutions
i hope you will give me much help

No, no matter what university they will ask for your English proficiency.
How do you plan on studying without knowing English or French?
You need a certain level to understand the courses/material.
