We are Canadian citizen and our son got engaged with an INdian girl. Marriage will be later this year. looking for advise whether we should apply for Visit Visa or wait for marriage and get PR.

I am not sure anyone here can give advice on that score. There is really right or wrong. The main consideration will be girlfriend's ability to qualify for a TRV - employment; money in the bank; travel history to countries like USA, UK, Australia, etc.; property ownership, etc. If she can put together a strong application, no compelling reason not to seek a TRV if she wants to come as a visitor before marriage. That said, the fact that she is coming to visit her boyfriend will likely be seen as a mark against her, since she will have a reason to remain in Canada. But that will probably not defeat an otherwise meritorious application.
