It has to do a lot for the people who will start their life in future as they need to know how they will be able to establish life to work in Canada.
As some of occupation are regulated so Educational document from Outside Canada might need to be assessed in future.
or how someone can plan for job once you are eligible If it does need Proof of Good communication in English.
If a Person already knows Information before getting into situation it Helps a lot.

@ Amalthea How @ Garry2008 is misleading ? He have Provided a link that is very useful for newbie like me who can prepare all the document by using the link and then once i will need i can try to be assessed.Or if IELTS,TOFEL or CLB is Required then I can Appear for that.
