Embassy holding your spouse's passport? Which embassy? How many months?

In my case they asked for my wife's passport 4 months ago (in Manila, Philippines). Since then, we can't get a response from them, even we needed to travel to Europe for a family function. We traveled to the EU last summer (2013) BTW no problems getting a visitor's visa to the EU... If this is happening to you (at any location in the world), please leave your stats here! Manila is one of the few visa offices that requests the passport early in the process - whereas most VOs request the passport when they are ready to issue the visa.
