Emailing Singapore VO

Hello,

Hopefully someone can help me with this question, I emailed Singapore VO with no replay. I was wondering what do I have to include in the email in order for the VO to reply.
Also in my ecas, for a while it said "Medical results have been received" now for about 3 month now it does not say that anymore, should I be concern ?

We received your application to sponsor XXXXXXX on October 12, 2010
We sent you a letter on December 6, 2010 about the decision on your application
We received XXXXXXX application for permanent residence on December 17, 2010.
Interview........: ?
Passport Req..: ?
VISA ISSUED...: ?
LANDED..........: Hopefully soon !!

Usually, it seems, they don't reply if it is still under nornal processing times, unless they need to ask you something. Though my application is listed online as being recieved on December 8th, 2010, and is now in process as of June 1st, 2011, so something is delaying your application. It could be bad management of the Singapore office, which most people expect these days, or some sort of red flag that went up. I'm not sure how good you completed your application or what the circumstances are so I can't say much more.
