Tinaturner-doesn't matter whether it makes sense to me or you....it's not a law that "it is our right to get renewed PR if you have resided for 2 out of 5 years".....it is a minimum requirement....in the end, the Canada immigration has the right to ensure if immigrants are using it correctly so as to have the intention to be Canadian citizens/residents. The only thing we all can do is share experiences and just look at things which are in our control. In my view, I would share this with a new immigrant so that they learn from it...or be prepared for such delays and plan their travel etc around it.

To rephrase my point, yes it is a minimum requirement to live for 2 years out of 5 in Canada to be eligible to renew the PR Card and yes Canada immigration has the right to investigate whether this minimum requirement is met before approving the renew application.

But is it logical or does it make any sense to review an application for 12 months ? or to keep the application on hold for 12 months because the applicant lived in Canada for 2 years and met the requirements but these two years were not directly after landing ?

Appreciate everyone who is sharing his/her experience on this forum as it will help in a way or another but the purpose of sharing this experience is not to generalize or make conclusions based on illogical assumptions. The purpose is to understand the reasons why the application is taking too long in secondary review and what might be the reasons so as to have some hope as to when the PR card would be renewed .

I am told and it matches my assessment that if you didn't start living in Canada immediately after achieving PR and do that just 2 years prior to expiry and apply for renewal (like I did I guess)....they are not sure of your intention continuing to live in Canada and hence just hold it as a "cooling off" period of one year. In this they must monitor if you have left Canada....I guess if you have for few days/weeks on vacation/emergency, it should be OK. After the cool off period, they just approve it. In my case I did not go anywhere and even applied for citizenship just before receiving approval of renewed PR cards....

So....unless you have issues with documentation (in which case you should receive a mail)....just chill and be patient for a year....I know it's frustrating to feel locked and not be able to travel....but it's the country's decision to ensure that people are serious of stayig in the country. You can always travel via US or obtain PRTD.

I had a feeling that the "cool-off" period was a possibility, and also delays from security background checks due to what's going on in some parts of the world these days.

Not yet Tinaturner-no updates. It's still "In Process".

Timeline:

Submitted: Sept 2014
Secondary Review email: January 2015
No updates since then.

Can you please advise

We have also given PR card for renewal and it's for Secondary Review, can we visit USA with expired PR card and enter Canada with Landing Papers ?

You need a valid visa or visa exempt passport to enter USA. And you can return to canada with an expired pr card by land using a private car , you would not be able to return to canada by plane if you have an expired pr card

Having spoken to some people who have gone through similar (one year) delays, it matches with my experience and assessment....if all documentation is ok, no security issues....but if you barely finished 2 years prior to expiry of your 5 year period (either by intermittent stays for 2 years in those 5 years...or...arriving late and staying last 2+ years of the 5 years), CIC just holds it for a year as a "cooling off" period....to ensure that your intention is to stay in Canada. I have come across one such case where the family barely completed 2 years, applied for renewal and left the country....their renewal was rejected. So...Tina...logic to you and me doesn't matter....it's CIC's prerogative to assess cases...take it or leave it.

AJK_9....yes you can go to US by crossing the border by a private car (I am told rental car is also allowed, but cannot confirm it), by driving through the border. While entering US, you just need a valid passport and US visa on it and car documentation (registration, driving license, insurance etc). While returning, you don't need the expired PR card as it has no value because it is expired anyway...however you MUST have the original copy of the landing document you got when you first landed in Canada. Some people also told me that you need to return in the same car...but again, I cannot confirm that. I know few families who traveled to US and even to other countries via US , either planned or due to emergency situation back home, by using their own car, parking at the US airport from which they took onward flights and then returned in the same manner.

Anybody can advise for I-94 records not updated by US Custom and Border, they are showing only Entry in US, no exit info while we left within 1-2 days. For Secondary Review they are asking for Entry/Exit Record, if it's incomplete can you pl advise what we can do for further course of action ? We have all the documents to prove RO for 3 years i.e. Bank Stat, Job Details, lease, Mortgage documents, Insurance etc

I have applied for PR card renewal in September 2014 still not received, Due to some urgency I travel out of Canada, now I would like to enter from US.
Appreciated if any one share entering form the US . I don't have my own car and I cannot drive, I have no time to apply of Travel Documents.
Is it possible to take Taxi from Buffalo Airport to US border and cross by walk and take taxi to Toronto.
Advice will be highly appreciated

Mine is a tricky case you can say messy case, I just called CIC few mins back and as I am outside of Canada the CIC agent said the letter was sent out last week saying I need to apply for Travel Document and I am currently in US....
And I have to submit that Travel Document by Sept.....Hummm. Confused and worried now :eek:

But atleast things are moving for me.

Doc submitted Last month and now when I called got to know that apply for PRTD.
