Eligibility stage 2 is for the employer, this is the part they will request for your employer's ADR.
This part is were they determine if your employer is eligible

So we have 2 stages of eligibility on this pathway. One is the gaining experience which is stage 1 and the other is Direct to PR, which is stage 2. Eligibility recommend passed for stage 1, means that it is recommended that you meet the criteria for the gaining experience category.This is what stated in gcms notes.
