Thanks mate for providing the link!

The funds must be

available and transferable;
unencumbered by debts or other obligations; and
sufficient to support initial establishment in Canada.
''

Certificates of deposit is guaranteed, available, transferable and unencumbered by any obligation. Simply once you need the money, the bank will give it to you and you will lose part of the interest.

I would totally agree with you if it was stocks or bonds.

Actually it's the opposite: bonds and stocks are the ones which transferable and unencumbered, not the deposit certificates.. ask your bank it will confirm the same, you can't transfer a certificate from one bank to another, or from one person to another, also you can't redeem it any time you like, there's a hold period for any certificate that's why it is encumbered

Guys did all of you manage to obtain a bank letter according to cic requirements?because from what i have seen most of the banks dont provide such format,am wondering what did everyone do

The hold period is usually 3 month from depositing the money, but to take your money back you can do it anytime. I will double check with the bank just to cut the doubt.
