Effective date of kids citizenship

Kids born overseas (India) to Canadian parents is a Canadian citizen by birth or by naturalisation?
What will be the effective date of the kids Canadian citizenship will it be date of birth or the date when the citizenship certificate is issued or applied?

If the kids are born outside Canada to one naturalized Canadian or Canadian born parent, then the kids are Canadian by descent.

The kids will not have canadian citizenship if one or both Canadian parents are Canadian by descent.

When they get their Canadian citizenship certificate, their citizenship is effective since birth, regardless of when they apply for citizenship certificate.
