Well I guess most people prefer a RQ whith the old rules than a non RQ with the 4/6 rule :D

They will be privileged to be processed very slow in both cases. ;) But at the end of the day be sure that we will see a lot of bad words against CIC.

Well deserved bad words mind you!

Charging as much as a yearly salary in some countries and taking 2-3 years to process 5 pages application when third world countries get it done in a month, it's a shame no less!

CIC are smart and they have never mentioned a definitive deadline for them to process an application. So they don't breach any rules.

Which country grant citizenships in a month?

In Canada we are free, and if you want to go to US or to China I don't have problem with that.
About the health care, if you leave your province for more than 6 months your are not covered anymore.

actually thats not true,, to keep your medical card, first you have to pay taxes every year and have a house or a drivers license. In fact the Canadian Government wouldn't mind if people left the country and I don't know started working in Dubai for example and then pay the country taxes to keep their medical card.. I have asked lots of canadian who live abroad they all mentioned the same thing.

If you are meaing OHIP by medical card then you are incorrect. OHIP needs physical presence.

you are in Ontario for at least 153 days of the first 183 days immediately following the date you establish residence in Ontario (you cannot be absent for more than 30 days during the first 6 months of residence); and
you are in Ontario for at least 153 days in any 12-month period.

So you cannot maintain OHIP from dubai. It is illegal and if found OHIP can refuse you to be ever eligible for it.

I have a technical, not a speculation type of question ;-)

Does anybody know, where the effective date will be officially announced?
Will it be in "Canada Gazette", or can it be officially announced somewhere else?

The real date will be published on The Parliament Site http://www.parl.gc.ca/LEGISInfo/BillDetails.aspx?Language=E&Mode=1&billId=6401990&View=6

The Gazette

and on the news section of CIC.

The above sources are official and reliable. Everything else is hearsay stories.

Does that mean that the announcement will happen on Saturday (when the gazette is published)?

I already met my physical residency requirements but I am debating if I should apply at the end of this week,
or have some more "buffer days" and apply next week - but risking that there will be announcement on Saturday
making June 1st the effective date...

I expect the news section of the CIC website to react first.

Don't worry there will be a final notice before the actual cut off date. It will not happen suddenly and I'm sure that the actual cut off date will NOT be in June.

If you have a paranoiac mindset and if you believe that the cut off date might be any day, any hour and any minute, you can submit your application with the minimum requirements and hope for the best that it will not be a reason for RQ later on.

I'm in the same boat as you. I hit 1095 days tomorrow, and my application is ready to go. I am leaning towards waiting until June 1st for some buffer, but will be a nerve-racking couple of weeks if I do. I'm on the west coast so if I want it there this week it really has to go tomorrow.

Decision time, to buffer or not to buffer....

I have a strong feeling that the unfounded paranoia will prevail.

Unfortunately from now on we will see a lot of Uncommon sense decisions.
