I started looking further into the gazette and I found that some of the provisions have now been published on February 20.

I think we should now monitor the weekly publication of the gazette, and the coming into law provisions look like they will be published in part 2 on the Wednesday releases.

Great information and analysis. Hopefully, the gazette will include a specific date of implementation.

The fee increase was announced only the day before, although the request was submitted on December 12.

So they will have to announce any changes in the Gazette before anything becomes official.

I dont get your comment, so you say Opulence for these people is coming from the low wages that they are earning in their home country.

3rd world countries typically have a large unskilled and semi skilled work base with a brain drain for high skilled positions. So while doctors and engineers may earn the same $$ as they would in Canada, tradesman, cooks and gardeners will not. This is how you can live in relative opulence. Where I was from you could hire a domestic worker full time for as little as $600 / month. Your total cost of living is also far lower. You can live in a 20 000 sq ft house in a great neighborhood for the same price as a 1 bedroom apartment in Toronto. The only downside to all of this is the risk that comes from political stability and potentially violent crime. People obtain foreign citizenship's to use as part of an exit strategy should things go bad.
 
I don't know why, but when I saw how much work still needs to be done before the implementation my best guess as expected cut off month is July.

If you got that information from the call centre of CIC, please don't waste your time asking them. The call agents just confuse the people by saying their personal guess.

First you went on that it could be early as March/April/May and as late as December all over the definition of word "approximate". Then after you spoke with a supervisor at CIC on the phone, you accepted that July would likely be the deadline since he/she outlaid the things that needed to be done and July 1st being the work calendar year. Then a short time later, you went back to the early March/April/May again. Now on to July as the likely timeframe?

So which is it? Please be consistent.

Everybody has different definition of Approx.
For now the only thing which seems sure is that the cut off date will not be before Mid-April. Technically Every single day and month after Mid-April might be the day of the change.
The problem is that we don't know at what stage they are with the internal changes and organisational issues. If they are almost done with them, the date might be in April the soonest.
On the other hand if all the stuff in the gazette are at the starting stage the soonest might be considered July, because it seem a lot of work.

But the reality is that we don't know what portion of this work is done already?
So I wont be surprised if the cut of date is in April.

It will be for sure this year and it will not be before 15th of April... that's the only thing we know for certain.

But my personal sense is that the cut off month and date are still fluctuating.

Once the regulations are published that's it. When will all that happen... Nobody knows.

Whoever wants to put an opinion and a comment about early implementation or about procrastination of the cut off month and date can use the above contact details until Mid-April. After that nobody knows what will happen.

My guess is that the Canadians will push with their comments the cut off date to be as early as possible after 15th of April.
On the other hand those who will apply in the next months will comment about procrastination.
Lets see who will win.
