Honestly I'm also very surprised that we are approaching March,2015 and the date is still not officially announced. The expected time is so close, but nothing official.
Why are you surprised? CIC is known for making rather short notice. Making an announcement for June/July timeframe now seem rather too early to announce. It would make more sense if July 1st is the date, to make the official announcement in June. 1 month notice sound plenty and reasonable to me.

I wouldn't be surprised if CIC only gave 2 weeks notice before the official date. After all, you normally give 2 weeks notice to your employer when you plan to leave your job, no matter how long you been on the job. Same can apply to CIC giving 2 weeks notice.

You mean, their lives or lifestyles are in jeopardy because they may have to wait an extra year to apply for citizenship? Their daily routine lives are in jeopardy because they don't have Canadian citizenship? To be honest, that's a first time I heard that.

I'm surprised in a way that usually it would be a common sense for such a massive change the notice to be at least couple of months in advance.
Let's say the cut-off date for the new EE program was announced way before the 1st of Jan this year. Here the affected people as a scale is the same, thousands of people know only the official message which states "Approximately"

My personal understanding about "Approximately" is more like +-3 month from each side of June,2015. Or with other words every date after 31 of March for me is getting in the range of "Approximately".

The problem is why most of us are somehow sure that there will be actually any official notice in advance.
One day after 31 of March we might just see that the rules are already changed, and CIC might say "Why are you people so surprised, we gave you the announcement approximately one year ago."

There you go again with the word "approximate". Even you mentioned that you are more sure that after speaking with CIC supervisor, you are more or less satisfied that the date would likely be July 1st on account that it is the start of the calender year and that the supervisor mentioned to you that they are rolling out the changes in June in preparation for July Calendar year. If they are rolling out the changes in June, it makes more sense to announce the date in June, not before. Besides one month notice to me seems like a reasonable length of notice to make.

Very small number of people have managed to take information from the supervisors (That's why I know for sure that I'm out of the game), but what about all those who are just waiting for the official announcement.

The thing is that once there is any official announcement the anticipation is officially over. Without official news, the people who will be eligible in April, May,June,July... will bite their nails wondering if they gonna make it or not.

Observation:

CIC's reference to "approximately one year" in its announcement that the Bill had been granted Royal Assent, last June 19th, warrants minimal if any significance.

When he was CIC Minister, Jason Kenney once described the termination of a program, with no plan to implement another in its place for at least two years, as a "brief pause" in processing applications for that program (sponsorship of parents). That illustrates the manner in which this government uses imprecise terms: precisely to be avoid being precise.

If this government describes a termination which at the very least suspended any sponsorship of parents for at least two years, as a brief pause" in processing parent sponsorships, "approximately one year" could mean almost anything.

A brief pause means just that. That the PGP will be back in the future after dealing with backlog first and making changes to the qualification rules. But in hindsight, a 2 year pause is brief in comparison to the 10 year wait for parents to land as PR. So looking back, 2 year pause is brief. At least to me.

Let me put it this way. I trust the good intention of the supervisors to give somehow internal information. But I don't trust the upper levels of CIC and I don't trust the government too. Unfortunately the final decision for the cut off date will come from the structures I don't trust.

If we look only at the official messages so far, we see nothing witch might be considered as a definitive date or even month or months.

According to my personal understanding the bill became a law approximately one year ago, thus it will be no surprise if from 31th March onwards we see already the new rules enforced.

While I have not seen much in the way of a follow-up, there was the CIC information online suggesting that portions of Bill C-24 relating to grounds for revoking citizenship might be in force sooner than previously planned, sooner than the revised residency provisions.

My sense is that will happen.

While it is no guarantee, it is thus a fairly safe bet that we will indeed see news the revocation provisions are in force some date before the revised residency provisions . . . while that will not necessarily indicate how much longer, after that, it will be until the revised residency provisions are in force, it should at the least allow some advance indication before the residency revisions take effect.

He said before June, then he said before summer which is June 21th.

I will apply June 2th so I am right at the edge. I hope they will give us at least 2 weeks notice.

Travel Dream,
Thank you for your effort , but that video is an old one and unfortunately again there is no cut off date mentioned. The plans of the government might be different now...

An example what I mean is probably the people who have been interested in that issue they can recall how in February last year the same Minister mentioned on CBC that they expect the Bill to become a Law at the end of the year (2014) and after couple of weeks we saw the rush to become a Law before the summer. So the end result was months earlier than the expected time.
