why should they even bring temporary workers in the first place when there are skilled PRs and canadians looking for jobs? that is a defect in its own.
U knw why they bring temporary foreign workers

It's because they pay them less in salary

U see in this forum u won't get the best of answer though when we immigrants speak out its United

Hi , I have couple of questions regarding the New Bill , They didn't mention , Pre - PR days are going to out ?

How to calculate 183 Days per Year . In my case , I became PR on July 17th 2013 ( Already 183 past , i lived Full Year in 2013 , but > 183 days as NON PR ) , That means my Year going to start from 2014 ?
Yes, you have to start counting from 2014.

I have seen in other forum, the effective date of Bill C24 is July 19th 2015. I.e anyone will apply before this date, he has to meet 1095 days as basic or physical residence. One of my friend, called CIC, and was told that the effective date is June 19th 2015 which is one year from the Bill 24 release date"June 19th 2014".
Well, taking in consideration that this thread was posted on Aug 4th 2014, guessing at that time that the date was June 19th 2015 when finally it was 11th 2015 just 1 week difference is a great achievement and it's like most people were advised 1 years ago about the time of implementation of the new law.

Wouldnt his year be starting from 17th July 2013 till 16th July 2014 - one year cycle would be from the day of becoming PR???

For example, if I became PR on 16th July 2013, my 1st year would end on 15th July 2014, so 183 days could be completed like that.

Also, I really suggest you take some English classes.

The 183 day per year requirement is relative to calendar years.

Generally it will have minimal impact on how long it takes to qualify for citizenship after arrival in Canada as a PR. Even if the new PR arrives after June 30 and cannot meet the 183 day requirement for that year, overall that PR will not meet the 1460 requirement until four years later anyway, at the soonest, and by the time that PR reaches the 1460 day threshold he or she will also meet the 183 requirement for that calendar year.

For example, PR who landed July 15, 2014 cannot possibly be qualified for citizenship until July 15, 2018; if this individual does not leave Canada at all:

-- meets the 1460 days total presence requirement July 15, 2018

-- meets the 183 per calendar year for four years requirement based on 183+ in 2015, 2016, 2017, and 2018

Mr DPENABILL, here is the catch, the tax issue.
our immigrant has to pay taxas four years as well, so only in 2019 after he shows he paid taxex for 2015-2016-2017-2018
a bit scary, ahae ?

P.S. I raise my hat for your more than other members here accurate guess,
btw (I submited my app on may 28 2015)

They have to file their income tax to qualify. Nothing about having to pay taxes. Completely different issue. You can file taxes and not pay a single dime in taxes. (ie stay at home spouse).

but you have to show that you filed tx on all the 4 years, so 2014 is not a year since its past 183 days
2015
2016
2017
2018
you have to prove filing tx
the big problem is that 2018 you file only in mar-apr so the earliest our immigrant can file is on apr 2019

Adult applicants must declare their intent to reside in Canada once they become citizens and meet their personal income tax obligations in order to be eligible for citizenship.
