Read the Ministerial Instructions :

Mandatory submission of language proficiency results

34. (1) A foreign national who, in order to meet the requirements of paragraph 5(1)(a), is required to provide the results of an assessment of their proficiency in English or French that has been completed by an organization or institution designated under subsection 74(3) of the Regulations, must provide those results at the time that they submit an expression of interest.

Two-year validity period

(2) For the purposes of subsection (1), the assessment referred to in that subsection is considered to be valid for a period two years from the day on which it is issued.

(3) A foreign national who, in order to meet the requirements of paragraph 5(1)(a), is required to provide the results of an assessment of the equivalency of their educational credentials to Canadian educational credentials that has been completed by an organization or institution designated under subsection 75(4) of the Regulations, must provide those results at the time that they submit an expression of interest .

As per the The Ministerial Instruction you need to qualify under the current programs, CIC is not accepting apllications for Cooks under FSTP, so they are not elegible under EE , let's wait and see if the requirements for CEC, FSW and FSTP are updated and the situation will be diferent BUT if the cook has a bachelors degree in Gastronomy he will be elegible as a FSW

As of this moments CIC will not accepting because meat cutter and cooks are already capped. Is this what you mean? But if CIC remove that in NOC B list I think you are correct but if those occupation will remain in NOC B skill level list in time of EE 2015 I guess they are qualify.

26. (1) The points that are to be assigned for a foreign national who has a certificate of qualification in a trade occupation issued by a province and is proficient in their first official language are the following:

(a) 25 points, if the foreign national has such a certificate and is assessed overall in their first official language under the Canadian Language Benchmarks or the Niveaux de compétence linguistique canadiens at benchmark level 5 or higher on all language skill areas, with one or more areas assessed under level 7; and
(b) 50 points, if the foreign national is assessed in their first official language under the Canadian Language Benchmarks or the Niveaux de compétence linguistique canadiens at benchmark level 7 or higher on all language skill areas.

What is a trade occupation??????

I think that's some jobs like electrician, welders, etc. They are required to register with the association of their trade. Not sure if there's more clear definition.

However, if the position or person was previously exempt from an LMIA, then a new LMIA will be required under Express Entry.

So I guess CEC people who already are working without LMO/LMIA will now require one.

I will be completing my 1 year of experince 2nd week of Jan. Do you think I should apply under EE right away to have a higher chance of getting selected ( due to low number of applicants ) or should I wait till later to see how things are working out for everyone else.

I would apply as soon as you are eligible. EE is the only way if you are under the 4 streams, so you have no choice even if it turns out ugly.

My husband was working as a posdoc and he will complete one year in jan 2015.It dones not require an LMO and also falls under noc A.Now what will be the condition and do we need to write Ielts or some other test.He has more than 7 years of experience in United States and also a phd.I have done Mba from Uk and three years of experience in HR What are the chances.

I know, it would be a really disadvantage for those applies under PNP cause they have to wait to get nominated or hoping to get nominated, then they have to wait till they get ITA or hoping to get ITA >_< . Also, they said that only a portion of people get nominated get ITA .... This makes things extremely difficult for them I really hope that CIC can release more detail soon

Will still they accept PR application through paper after the launch of the EE? We are planning to apply for PR this January under Provincial Nominee Program. As I am reading the EE pointing system, it is more complicated because there are lots of requirements. Though paper application takes longer processing time it has less requirements.
