Not exactly so. If it is going to be as in Australia then you still have to get points. Of course, if you have a job (already in Canada) or you have a job offer (with LMO) you will get more points and that could take you to the head of the queue. But still everything will depend on points (and, possible like in Australia, on occupations in demand).Candidate who has job offer will be given priority

Yes, you should wait until you gained the 1 year work experience before EE will invite you. I think all candidates currently working inside Canada will be invited. But if you get a another Job Offer with a Valid LMIA I guess you will receive the ITA regardless if you complete the 1 year residency or not. Its clearly stated that if you have a job offer with LMIA you will automatically invited in EE under CEC and FSTP and if you are unskilled NOC you will be directed to PNP.
