If I have a combined major in philosophy and political science, does that essentially mean I have two or more degrees, diplomas or certificates versus saying I just have one diploma. It makes a difference on my point score

What does your ECA say. If a Canadian 4 year degree then it is a 4 year degree.
It's just one degree with two majors unless your school actually gave you two completely separate degrees.
Trying to figure out how to enhance my education then. The scoring system as if you have more than one certificate, degree or diploma. There is a project management certificate through the University of Toronto but I'm not sure it counts or what they mean by certificate
So I really can't be bothered to read this in any detail. I did a quick scan and saw 90 hours. That's a very short program and you won't get points for that.
You need a program that is a minimum of 6-8 months of full time study. This is 5 courses of 18 hours which full-time could be completed in a month.
