Sorry for not clarifying my meaning:
is it possible to submit Express Entry without completed bachelor degree? Or its I will be no eligible to apply even though I have work experience

You can’t submit an EE profile without IELTs results and ECAs unless you have the minimum number of points (67) for eligibility without using your education.
