Did you ask if your VO has been changed since the last time you contacted them? maybe that's what caused the delay. Also what does it show on your PR Confirmation Portal?

Which program did you use? Peq? And how is it possible it took you 3 years?

The photo and declaration have been "In review with IRCC" for 2 months now. and it hasn't changed from Mississauga
