Have you tried a different browser? Also on some browsers 'incognito mode' effectively works with no cookies, every time.

I have tried 2 browsers, and on my phone. It seems like an issue on their end

Cleary something wrong. Ive tried everything. Keeps going back to the same opening page.

Turn off your phone and wait a day. Seriously, if there's an issue, it's very unlikely it's going to coincide with something happening on your file. There's 365 days a year, and only a half dozen are going to show something of note on ECAS.

Or just try on a computer, sometimes phones don't handle as well (or more likely the server code for mobile devices is a wee bit borked after some update).
