1 Year Masters degree are usually considered as PG Diploma's as Masters in Canada is usually of 1.5-2 year duration.
No it is not equivalent to Masters and you cannot claim points for Masters. You can claim points for "Two or more degrees where one degree is a bachelor of at least 3 year", which is 128 points if you are unmarried/without spouse.

Can you please confirm if you were able to claim and IRCC accepted "Two or more certificates, diplomas, or degrees. One must be for a program of three or more years" for Graduate Diploma
