Yes, you can apply to renew up to 9 months early. Based on current processing times, it will take around 4 months to process + an additional few weeks for mailing time. This processing time obviously fluctuates so hard to predict how long your specific card will take.
Our PR expiring in Nov 22 and applied in Feb 22 - seems to be under process. As mentioned, processing is roughly around 110 days per CIC processing times website.
