As Alberta does not have a reciprocal DL exchange program with UAE, they do not exchange UAE licence for a Alberta one. What Alberta offers is to credit your foreign driving history to their record. This only gives exemption from mandatory class 7 licence and directly appearing for a class 5 test. They do not force you to take this exemption.
As your cousin already has a Toronto licence he does not need this exemption and will directly get whatever is the equivalent of G licence. That was my real question: Why is he applying for this exemption when he does not need it? No way was my comment about hiding facts from Canadian authorities.
