Dual citizenship

Husband born in germany but lived in the us most of his life. He has a dual citizenship. Where would the spousal application be proccessed which visa office ?

Since he is dual, he could submit a paper requesting that his application get sent to ottawa VO for american applicants. It is likely that his application will go to Ottawa VO on account that he spent a majority of his life in US.
