In most countries, although the actual limit varies. A DUI offence is one that makes you inadmissible to Canada if you are not a PR or citizen.

He is a citizen and trying to sponsor me, its more than 10 years ago, is it still not eligible to be a sponsor?

He will be eligible to sponsor you, it will not be a problem.
