I have a SUV that I am not sure if I will be exporting yet. But I need the SUV to tow a U-Haul trailer with some of my moving stuff.

Can I add my SUV on the Good to fallow list even thought I might end up not exporting it?

Can I drive across the Canadian border with my SUV, without exporting, and then bring it back to the US after unloading everything in Canada?

I heard that exporting a car to Canada is a painful process, so on that is your choice. As driving your car to Canada and bringing it back is not a problem as long as you are coming back.

I am not sure about if you can include a car on things to follow or not.

My situation may be different because I moved here on a work permit. I put my car on the goods-to-follow list, and still haven't imported my car, even though I've been here for 9-10 months. I do get questioned at the border sometimes, but I just tell them I'm on a "temporary" work permit, so I haven't exported it from the US yet. I got the same message from the RIV when I emailed them about importing the car. I've applied for PR, so when that comes through, I'll export it from the US. With higher rates here, it works better for me to keep my car registered in the US till I have to export it.

I did call the peace Bridge Authority and they told me that if I am landing with my car with an immigrant visa, I will have to export it at the time of landing. I think it depends in your status when you land (Immigrant visa, work visa, student visa, etc). This is kind of interesting because if I just need the car to move my stuff and then bring back to the US, and I do not understand why can’t I have that done.
 
If this is the case you cam rent a car or SUV and move, then come back to the US. You can rent a U-Haul also.

The problem is because U-Haul does not rent SUVs and I don’t need a whole U-Haul truck either. I also try to rent a SUV from a car rental company to allow me to tow a U-Haul trailer, but they do not have any automobile equipped with Hitches. We will see what happens.

Be on safe side add your suv on goods to follow list. I moved from us almost 3 years ago i just got my suv lucky i added on my list or you have to pay all canadian tax and its not cheap.
