My husband is an American, and when we went to ICBC to get his new BC license, he had to give up his USA one. Now, when we're ready to purchase car insurance, they are asking for a driving record. However, without his USA license number, we can hardly even find ANY information as PennDot (Pennsylvania Department of Transportion) won't release any information without his license number. We are trying to obtain his driving record, so that we can get a discount on our insurance - 5% off for every year of safe driving.

Has anybody encountered this issue when trying to get insured as an immigrant in BC?

I got my driving experience letter from the insurance company of my other country before moving to Vancouver (not the transportation department of the government). I got my discount by submitted this letter to ICBC.

Is Pennsylvania similar to BC that basic auto insurance is monopolize by the province?
