Has to be returned if the wife initiates the separation, but of course if the guy wants he can just decide to waive this off. [I personally can't think of any straight headed guy would be concerned about money when his marriage is fallen apart, least of the worries]

It's sad to see all this stuff exist in this day and age, I don't even agree to exorbitant and lavish weddings even if you are wealthy - might as well give it to the newly weds so they use it wisely.
As bad it may sound, immigration loves to see large groups photos with big parties etc, coz it looks "real" as certain countries and communities "usually" do it ( so assuming everyone has to do it ) while common-law etc is more acceptable from Europe and US

According to her, the families have voiced their concerns about the impact of divorce on their family honour and therefore have refused the divorce. If she tries to get the application rejected and that is discovered then that just makes that situation 10 times worse. What we don't know is what does this honour issue mean in this family - can it be mitigated by a payment that gets sent back to his family, a general stigma or is it likely to result in something more serious like a family dispute? I just feel that this is an issue that requires negotiation with the parties involved and that purposely trying to get an application rejected is not worth it, particularly where misrepresentation may be concerned.

Anyways, I didn't mean to bash your country. My own country of heritage (Uganda) has serious human rights issues - re: anti-homosexuality law. I just don't think that this issue around honour voiced by her family would be taken lightly by her.

It sounds to me as if it was an arranged marriage and being somewhat of a people pleaser myself I can kind of understand. She didn't want to make waves or hurt anyone as maybe she felt it was expected of her to marry him. I have heard of cases like that occurring. Just being devil's advocate here. In some cultures, it isn't as easy as saying, 'nope I don't want to.'

Please quote here where someone said that Pakistan sucks or is this and that. I never said I have a dislike for any other country. People here are trying to advise the OP on her situation and its clear that you don't agree with them given your reaction.

In my culture, the wife/her family does not have to return the dowry even if she initiates the divorce. But if she wants to marry a different man, she(or her family) has to return what the first man gave as dowry.

If the ex-husband accepts it, the new man can pay her dowry. But if the ex refuses it, the new man can not pay her dowry. It is forbidden(by culture) for her parents to accept dowry from two men because it will mean she married two men(i.e. bigamy).
