Why would her PR be denied? TRV refusal is not a predictor of PR approval/denial. Many are denied TRVs but get PR easily.
Maybe I am just paranoid. However, can recall a few of the experienced members here saying that, if applying for PR, you should not have more than a couple of failed TRV attempts on your record. We applied for TRV in January 2020, March 2022 and March 2023 (the latter date being about 5 months after submitting her PR application). So, if there's a "3 strikes" rule, we are caught. Somehow, being a serial TRV applicant casts a pall of suspicion over one.

I am a bit annoyed (in a sour grapes sense) by the recent announcement of TRVs for PR applicants. If there is any substance to it (yet to be demonstrated), then, having applied as recently as March, I can see the IRCC being enraged by a further application now. We would be seen in a bad light if we now sought to avail of the new program. They would be asking "What part of 'no' don't you understand?" They would likely deny her PR application of out spite. Do I think they are capable of being vindictive? Yes. Mainly because there is no accountability.

We also have a 20+ year age gap, something else that is frequently said here to raise the proverbial red flag. Pisses 'em off. Opens the door to being told the relationship is not genuine. And the VOs don't have to be reasonable or rational in their decision-making. Capriciousness can reign supreme and not much one can do, unless willing to spend years in an appeal system of dubious merit.

red flag doesn't mean automatic refusal. We have a large age gap as well but I think we provided enough proof that no further request or interview was needed. I missed that how long have you been in a relationship? We've dated for over 5 years before we applied. And all our friends (and most families) know of our relationship from early on.

We have been in a relationship since September 2019. We married in April 2022 when I was in my wife's country (Phils) for 3 months. We submitted her PR application in November 2022, close to the start of my next visit (of 4 months) to her country. We did not apply closer to out marriage date since we had to wait about 3 months to get the government-issued marriage certificate the IRCC requires. By that time, we had been working for awhile to get her police clearance certificate from the United Arab Emirates. She had not worked there since about 2011 at a time when the "Emirates ID" was being implemented. Her not having that made procuring a PCC difficult. In the end, it was a sufficient hassle that we flew to the UAE and spent 8 days in Dubai to get the PCC in person. With it in hand, we returned to the Phils and submitted her PR application within about a week of our return to the Phils.

We supplied many pics of us with her family, starting in 2019. Then most of her relatives were at our wedding. Also we provided pics to support. I provided letters from friends and family in Canada, attesting to the fact that they have been aware of our relationship since 2019. Some of those wrote in support of her last 2 TRV applications, which were a wasted effort.

The TRV refusals she received all recite (4 times in as many paragraphs no less) on behalf of some anonymous person (maybe just a bot):

I am not satisfied that you will leave Canada at the end of your stay as a temporary resident....

Now, that was said after we both represented to the IRCC that she would respect the terms of any visa. Therefore, without putting too fine a gloss on it, it's a finding against credibility. It's tantamount to saying: You say you will leave at the end of your stay, but I know you are lying, therefore denied.

So, having found my wife's TRV applications to be a pack of lies 3 years in a row, one has to wonder how they could approve a known liar as a PR. They have branded her as deceptive and untrustworthy and I am aiding and abetting, backing up her lies. Heck, I have even recruited family and friends to support our nefarious deeds. Why would they approve scum like me as sponsor, (but somehow they did)? Why would they allow a dishonest applicant like her to come to Canada as a PR? Makes no sense. So, if there's any logic to how the IRCC operates, we should get a firm deny and lifetime bans against me being a sponsor and her as holder of any class of visa.

As a Canadian citizen I can say that this country is going downhill fast. The Trudeau regime failed to look after its inhabitants over the past 8 years.
Criminals are treated better than the victims, taxes are getting higher and higher, the inflation is sky-high, housing, rent and mortgages have become ridiculous. The famous Canadian healthcare system is about to collapse. No doctors, no nurses, emergency room wait times are 6 hours plus. Just been to one yesterday, it was dreadful.
If you have a decent life where you are, stay there, Canada is not for you. If you are poor, Canada is not for you. If you are rich, Canada is not for you.

I am a recent Canadian PR.

A lot of things here are rather universal.

1. No healthcare system exists that has not been rendered dysfunctional post pandemic. Dr and Nurses are simply tired. In countries where private medical facilities exist, you can skip the queue by paying but anywhere there is a public healthcare, we are seeing more queues. UK, Australia, everywhere.

2. True-dough administration's linient on criminal and catch and release policy is indeed fucked up but it is not really an immigrant only issue and need to be fixed anyways. A more strict policy on criminals and severe sentences are required to fix it. Once this idiot true-dough is out of hte picture and hopefully no NDP, this situation might be fixed.

3. inflation is an issue everywhere not just Canada. Australia, Europe, UK, US everywhere.

4. Leaving US, housing has been inflated in most of the english speaking world. Australia and NZ take the lead. UK and Canada follow. US has more towns.

5. No one comes to Canada if they already had a decent life. No one likes to leave their home country. Other places have issues like dreadful climate, lack of opportunity, over population. Try living in a third world country and you will understand what I mean.

6. Rich and Poor does not matter. If you are from third world, Canada is generally a step up.

Being refused a TRV is generally because there is a fear that a person won’t leave Canada. That doesn’t mean they will be denied PR. Very different streams. Hopefully you have proof of multiple visits. Having family know about your relationship is good but in person time is what is the most important.

That fear can only be wholly imaginary when one applies for TRV when their PR application is 5 months in the works, they are married to someone solid (I provided proof of fairly substantial income) and the applicant has no blemishes on her record. She worked in UAE and Kong Kong for years and always respected the terms of her visas and work permits in those places. Do they seriously think she would prefer to live out her life here as an illegal?

As for in-person time, we are probably short on that. We had one month together in late 2019 when we met. We applied in January 2020 for TRV for first time and denied in February. Then Covid came along and I was locked out of the Phils until it reopened to tourists on Feb. 10, 2022. I arrived there on Feb. 18 and we had 2 months together and married in April 2022. Applied again for TRV in March 2022 - denied in July 2022. I went back in November 2022 and stayed 4 months with her. While there, we submitted her PR application in November and third TRV application in March. The latter denied yet again.

I work online and can be anywhere in the world and keep my job. But, I have to spend summers in Canada. Although I keep a condo in Victoria, my principal residence is on a large oceanfront acreage on an island north of Vancouver/Victoria. There's a large log house there, orchards, gardens, etc. Once things start growing in spring, I need to be there until fall. It does not take care of itself. That's also the time to do regular maintenance on the house, the dock, the outbuildings, etc.

My need to be here is why I emphasized I want my wife to visit in summer. I even sent along pics of the house and lands in summer and winter. In summer it's the kind of place tourists will pay a lot to visit. The winter pics showed it buried in snow (even though in some years we see no snow). I posed the rhetorical question: If you were visiting from the tropics, when would you want to come..summer or winter? The answer would be obvious.

I pointed out that I was in the Phils for the winter and would plan to spend winter 2023/2024 there too. They were unmoved. They were hell bent on blocking her no matter what. So now, will they throw in the towel and grant her PR? I see it that they are determined to teach us some kind of sick lesson and deny. When that comes, I'll sell out here and move there. The upside is I get away from Canada's oppressive tax regime. All I get for the significant income tax, logging tax (I own some forest lands and sell some timber when prices are good) and other taxes I pay is to be treated like a criminal. I won't miss it.

I have the benefit of an outsider’s perspective, so I’m agreeing with canuck78 here. It’s weird because I always had the sense that TRV approvals were subjective and PR applications were objective—if you have all your docs in order and your relationship is bona fide, it’s hard to be rejected even on some IRCC officer’s sadistic streak.

I can only sympathize with what you’ve been put through and understand where you’re coming from. Illogical bureaucracy isn’t unique to the Philippines after all. Wishing you the best of luck.

I have the benefit of an outsider’s perspective, so I’m agreeing with canuck78 here. It’s weird because I always had the sense that TRV approvals were subjective and PR applications were objective—if you have all your docs in order and your relationship is bona fide, it’s hard to be rejected even on some IRCC officer’s sadistic streak.

Thanks bellaluna. As far as taxes in the Phils are concerned, I pay no tax there on my online income from my Canadian employer. I only pay on income flowing from the Phils. I receive only a small amount of royalty income from an entertainment business in which I was involved when I lived there from 1999-2002. I pay Phils tax on that. Also, If I sell some logs in Canada while living there, no Phils tax. They do not tax Canadian pension income either. And property tax is peanuts compared to here.

As for corruption, sure, the Phils has long been famous for it. Of course, that can work to one's advantage. Politicians here are equally corrupt, but it's just better hidden and Canadians prefer not to mention it, and to ignore it, lest Canada too be viewed as corrupt.

How about human rights in Iceland compare to Canada? Living cost there is more expensive.
