Does they conduct Background before or after Interview?

Waiting Background checks after Interview and got pre arrival since almost month now almost any idea ?
Do they start Background checks from scratch after Interview that I wait year already now .

receiving pre arrival from immigration/visa office means eligibility is passed (good sign). Background check will then follow (I am assuming this only), but whatever timeline you fall under (if app received before dec 2016 - 18 months; after dec2016 - 12 months) will be followed.

Normally yes in last stages but I got it 26 oct and still waiting

after eligibility is passed, pre arrival services could be received anytime

received pre-arrival on March 7th after interview was done , Now background check is in process and still waiting for PPR

Yes after interview background check gets started as it was happened in my case
Interview on 6 December then 7 pre arrival then 15 December background check started and DM on 20 December then 27 December PPR
