Hard to say, it's depends of VO, some friend was rejected because PCC was issued before he left the country (he was living, no in vacation).
When was issued your PCC?
When you left the country to come to Canada?
It's your original country?
Did you come back in vacation for less hand 6 months?
If PCC was issued BEFORE you left it's not valid.
If PCC was issued AFTER you left, but you came back for a short vacation SHOULD BE valid, specially if is your home country.
If PCC was issued more than a year ago COULD BE expired, in that case you should add a Letter or Explanation about why you couldn't obtain a newer one or, better, that you requested one but not received yet (add proof of request)
I think the problem is PCC is older than 1 year.

If you send a no valid PCC your application will be rejected (same case than a friend of mine)
If the only problem is PCC older than 1 year and you add a good Explanation (add this letter to your PCC when upload it in a unique file) PERHAPS application can be accepted as per VO discretion.
To be sure I would suggest to apply ASAP for a new PCC, if will take long time add this information and receipts to the PCC explanation letter.
Keep in mind, as an standard rule, application must be completed to avoid rejection, or at least explain convincely why it's not complete.
