Does my wife need English Proficiency test

I am nominated by bc post graduate category, I will include my wife in the application to CIC. I assume I don't need to provide IELTS test, but what about my wife? DOES SHE NEED?

If you go with EE system, that IELTS or CELPIP is a must and for your wife as well if you get ITA after 19. Nvember. For old system you need to check conditions carefully.

Thanks, my case is the paper based application not EE. In the checklist, it mentions NOC C D nominees need the test, so I don't think I need it, but I am not sure of my wife???

No. Check carefully the instructions but, to the best of my knowledge, none of you is required to submit IELTS results. I applied, paper-based as well, and neither I or my wife submitted our IELTS results. I am employed in a NOC B ocupation. I am waiting for AOR currently.
