I have seen sibling PRs and still people getting study permit. Make a very strong case. Choose a good course that looks worthy (masters?), show a good return plan and make a very strong case. No harm in trying.
 
I applied at the same time as my sister did for SP. I applied with my wife on a SOWP and she applied with her husband on a SOWP as well. Same college (Fanshawe). We both demonstrated our individual proofs of funds, explanation letters with ties to our home country, etc. We both got approval, although mine was faster than hers. We're both now in Canada studying in the same college (different programs).

It always comes down to individual cases. Agree with the recommendation that you pursue an advanced degree from a good school.
