Does flagpoling at US border mean entering US? Should that be in travel history?

Hello, does anyone know if flagpoling for work permit in US boarder means that traveling in another country? I think technically it does meaning leaving the boarder because there is a stamp in passport from CRSA when flagpoling. Should this be in the travel history?

Do I need to explain the work permit flagpoling because CIC may not understand why there is a stamp there if I don't mentioned such travel history. Or do they have record in their system and I do not need to explain?

The worst case, is there any chance I may need to provide PCC in US for this (don't have US visa and never travel there before)?

Really confused about this. Does anyone know about this.

No. U dont need a visa neither does it mean that you are entering USA...Should not be included in the travel history because they never stamp your passport for flag polling..
It just means ur returning from the border of your home country i.e. Canada...

Flagpoling is allowed even when you don't have a US visa.

You don't have a US visa, and assuming you are not from a US visa-exempt country, you will not be admitted to the US (no I-94), but be given an administrative refusal, if your reason to cross the border is to flagpole.

You can leave this out of your travel history since you did not enter the United States.

I'm pretty sure IRCC/CBSA/CBP know about this when they will check your US and Canada entry/exit records--I entered the US recently to do my landing (I have a visa), and the US CBP officer informed me I didn't need to enter the US to do my landing, I could just flagpole (she specifically used this word).

The PCC is only required if you stayed for a cumulative 6 months. I have stayed 4.5 and was not requested.

Thanks a lot for the reply. I actually do get a stamp from CBSA at the border on the passport. That is why I was concerned about if I should mention this in the travel history, because all stamps and visa pages of the passport will be required to be uploaded. I just think for consistency reason, I should explain why there is one single stamp on the page.

Can I ask so when you said that I shouldn't be getting any stamps. Just want to make sure do you mean I shouldn't get a US stamp? Because I do get a CBSA stamp at the border when flagpoling coming back.

Thanks a lot for the information. I actually get a stamp on the passport from CBSA. Can I ask if this stamp here is normal (anyone crossing the border should get a stamp, right)? And also in my EE account, it said I need to upload all passport pages with stamps and visa. Can I just ask is it usually the case for CEC applicant? Or should I just upload the bio page?

Because the account said that I need to upload all stamps and visa page, I was thinking I shoulder explain the reason that I got a returning stamp from CBSA, but
not from US.

Do you also upload all the stamp and visa pages?

Yes, you have to upload all the passport pages where stamp/visa is present. To be on safe side, you can scan and upload all the pages of your passport.

I didn't, I only uploaded the bio page, but for a PR application, it seems you are applying for a work permit which instructs to upload all stamps and visas.

You have the CBSA stamp, it's normal, they can easily check their records as well that you were there for your WP.
