Does anyone know if their DLI will be on the list?

What do you think that this plan is? They are some rules and procedures that school stuff and students has to follow. If a school, as it is a business, considers its revenues from international student important is going to apply and make sure that is going to be approved.
As to when they will receive the approval is another story and it is on province and ircc hands.
