It was already announced 2 weeks ago that the rules will come into effect at the exact minute of 23:59.

As someone with over 25 years immigration experience, when a rule change comes into force, it comes into force at 0000 hours on the date it is announced the rule change will happen, not 1439 seconds later. How will CBSA officers cope with this?

however what matters is the IRCC list which we're all waiting to be published and we've been waiting 18 days for, not someone answering the phone. My own daughter's university said by email they expect to be on the list, however they have also said they do not know when and that they cannot control the decisions of IRCC.

I did. Nothing yet but seems like some people from other universities are getting letters so i thought maybe they would have sentthem out as well.

For me its more so important because I am a returning student. So ive my permits and visa amd everything.
