First just wondering how to specify inland or outland when doing the full package.

Document checklist:

whats the difference between IMM 5491E & IMM 5543E?

Section 14 and 15 of document checklist

14: Photocopy of your marriage certificate, if you have a co-signer and he or she is your spouse.
( my spouse who i wish to sponsor can be my co-signer?) and if she is not, they dont need a marriage certificate?

15. If your spouse or common-law partner is a co-signer, photocopy of your spouse's or common-law partners
permanent resident card
canadian citizenship card with photo
canadian birth certificate
etc.

Just to clarify, I am the sponsor. I am male. I am canadian. She is japanese. no children. I dont think we need a sponsor and didnt think she could co-sign being the one sponsored.... just doesnt make sense to me.

I don't think you need to have a co-signer..you are sponsoring your wife so you don't need to co-sign anything..neither your wife.

Specify to whom? They have different forms with different questions, but I'm not sure what you're asking.

There are no financial requirements for spousal sponsorship, so there are no co-signers either; this category is for other family class categories.
(They of course do need a marriage certificate as a part of your general application, to prove that you're, you know, married ;) ... but if you were sponsoring, say, your parents, they would want an otherwise unnecessary marriage certificate to prove that your co-signer is indeed your spouse.)

Long story short, write N/A to those two questions.

Your spousal application requires marriage certificate. The sponsor checklist specifically states co-signer. To clarify if there is no-signer then that part of the checklist does not apply to you and as the person below said spousal sponsorship does not have a co-signer.
