I went to UAE on a visitor visa. Does this count as immigration ? Do I need to include my visit to UAE for this question. Any answers will be appreciated. Thanks.

The guide explains it as: "Tell us if you have had immigration, permanent resident status and/or citizenship in any other country outside of Canada (e.g. your country of birth) "

If I am citizen by birth of another country, what should I put as the "date obtained or effective date"? My birthday date, the issue date of my latest passport, or the issue date of my first-ever passport of that country?

If the application form has visitor in the dropdown, select it and enter the visitor visa details. In the older application forms (before October 2020), there were no dropdowns and there was nothing in the instruction guide to indicate the details of the visitor visa needs to be entered for Q13. So, people generally did NOT enter visitor visa information when the old application forms were still in place.
