Hi i am an inland applicant. Are we supposed to provide canadian pcc upfront as well or just the one from home country is fine ?

Just for the Countries other than Canada which you have stayed for 6 months or more...

Like i am from india . At 19 years i came to canada. So i just needed to upload indian pcc right ?

You do need both Canadian and foreign Background checks. You can do upfront RCMP police check, it takes usually around 2 weeks for you to get it, if your background is clear. CIC usually accepts it if you have taken it within the past 6 month. That aside, CIC does its own background check as well.

Once again, no need for Canadian PCC :)
 
If you are living in Canada, which you are, there is no need for upfront Canadian PCC. CIC does background check for all inland applicants and they will ask explicitly for Canadian PCC if needed. If you have stayed in any other countries for more than 6 months you have to provide PCC for that country upfront and that's mandatory.

In your case just Indian PCC upfront is required and it's better to have a recent one which is not older than 6 months.
